Tyler Jones Smith - "T.J." grew up on the mean streets of Capital City. Since the age of 13 he was a member of the "Twenty-One" a street gang that dominated the South Central part of the city. T.J moved up through the ranks of the gang and eventually became the Block leader for the 19th Street territories. One night a rival gang, The Zips, drive past T.J.'s house firing upon it, one of the stray bullets struck and killed his younger sister.
Outraged, he wages war on the Zips, causing riots within the neighborhood. The Capital City SWAT and National Guard were called in to squelch the uprising. T.J. was arrested and placed in prison. The Capital City Government realizing that the crime and gang related epidemic was growing into a much larger problem not only in Capital City but other major cities as well, turned to the Federal Government secret program only known as the UO. UO - "Undercover Ops" was a program funded and run by the U.S. Government, unknown to the public they were responsible for several "Vigilantes" and "Heroes" located through the United States.
UO pulled T.J. from prison with conditions for his release. They would train and equip him to now become a weapon on crime in the streets. He would be permitted to work within certain limits "outside the law". A Bio-Transmitter constantly monitors his location and feeds back to UO Headquarters.
Adopting the OU Code name of Black Hornet, (due to the High Powered Taser Bullet Pistol he carries), one year later T.J. took to the streets.
His primary mission: Dismantle the Gang Structure and organized crime.
